Horobi, Death's Wail and Blood Cultist interaction question.

So if Horobi, Death's Wail is on the battlefield and I tap Blood Cultist and it kills the creature it pinged, then it gets a +1/+1 counter. Will getting the +1/+1 counter kill Blood Cultist?

The Blood Cultist will never get the counter in the first place, but getting a counter from its ability won't kill the Cultist.

If you tap Blood Cultist to deal 1 damage to target creature, you've targeted something with an ability. Horobi, Death's Wail triggers while the Cultist's ability is still on the stack, and resolves first. The targeted creature dies. Because Blood Cultist didn't do any damage to it (its ability hasn't resolved yet), then Blood Cultist's second ability doesn't trigger and it doesn't get a counter.

However, if you did somehow use Blood Cultist to damage an enemy creature without targeting it first, and then targeted the creature the Cultist damaged while Horobi is on the battlefield, Horobi's trigger will destroy that creature. Because a creature damaged by Blood Cultist was sent to the graveyard in the same turn it was damaged, Blood Cultist would gain a +1/+1 counter from its second ability, which doesn't target and thus doesn't trigger Horobi.
