hexproof and shroud vs global abilities

Let me see if I get it:

Hexproof means a creature cannot by the target of spell or abilities. However this is only works vs things that say target right? So a global like Sunblast Angel will still destroy a tapped hexproof creature?

Same for shroud. For example, if a shrouded Markov Blademaster deals combat damage to a player it still gets +1/+1 counters from itself, but would it also get +1/+1 counters from Rakish Heir ?

Yes, Heproof and Shroud only protect against spells and abilities that say target in their text. Hexproof stops opponents spells and abilities, Shroud stops all spells and abilities.

Both of your examples work. Sunblast Angel will destroy a tapped hexproof creature, and a shrouded Markov Blademaster that dealt combat damage would get a +1/+1 counter from Rakish Heir.

Deathtouch is a static ability modifying how the creature it is on deals damage. It has no interaction with Hexproof.
