How does Old Fogey even work? i have barely even heard of any of its abilities.

I am going to list the reminder text for each of the abilities. If that does not help, you will need to ask a more specific question pointing to the specific point of confusion. Note that a number of these abilities happen on the Upkeep, which plays a bit weird with Phasing. The Upkeep triggers will only happen when it is phased in during the Upkeep step; if it had phased out during the Untap Step (which happens before Upkeep), those triggers will not occur during that turn.

Phasing: This phases in or out before you untap during each of your untap steps. While it's phased out, it's treated as though it doesn't exist.) Phase out (While it’s phased out, it’s treated as though it doesn’t exist. It phases in before its controller untaps during their next untap step.

Cumulative Upkeep: At the beginning of your upkeep, if this permanent is on the battlefield, put an age counter on this permanent. Then you may pay [cost] for each age counter on it. If you don’t, sacrifice it.

Echo: At the beginning of your upkeep, if this came under your control since the beginning of your last upkeep, sacrifice it unless you pay its echo cost.

Fading: This creature enters the battlefield with N fade counters on it. At the beginning of your upkeep, remove a fade counter from it. If you can't, sacrifice it.

Bands with Other: Any [quality] creatures can attack in a band as long as at least one has "bands with other [quality]." Bands are blocked as a group. If at least two [quality] creatures you control, one of which has "bands with other [quality]," are blocking or being blocked by the same creature, you divide that creature's combat damage, not its controller, among any of the creatures it's being blocked by or is blocking.

Protection from [Quality]: This can't be blocked, targeted, dealt damage, enchanted, or equipped by anything [quality].

Landwalk: This creature can't be blocked as long as defending player controls a [type].

Flanking: Whenever a creature without flanking blocks this creature, the blocking creature gets -1/-1 until end of turn.

Rampage: Whenever this creature becomes blocked, it gets +N/+N until end of turn for each creature blocking it beyond the first.

As a note, since I forgot to mention it, Echo generally will do nothing on this card.

Normally, you would pay the Echo cost during the first upkeep after you cast a creature. However, in this case, Old Foggy will be phased out during that first upkeep. By the time your second upkeep rolls around, Old Foggy will have been under your control for more than one upkeep, so the Echo ability will not be implicated (phasing in or out does not require a zone change, so the creature is still under your control when phased out, and does not enter the battlefield).
