The ruling you mention is about a different specific situation, where a spell/ability specifically says it can't be countered.
Guile 's ability does exactly what it says it does. Instead of the spell being countered, it gets exiled (it doesn't resolve). As long as the card stays in exile, you're allowed to cast it without paying the mana cost. In the case of Augur of Bolas (or any creature), he'll enter the battlefield under your control.

Nitpick: If you don't cast the exiled spell immediately upon the resolution of Guile 's ability, you do not get another chance.

The ruling that has that clause in it refers to uncounterable spells. If you counter Augur of Bolas , Guile 's ability will allow you to cast it. If you do, Augur of Bolas will enter the battlefield under your control (since it's your spell) and you will control the ETB ability.
