When playing Grand Arbiter Augustin IV does this also affect the opponents cost for abilities if it requires mana.

The ability causes spells your opponents to cast to cost more, regardless of whether the spell has a mana cost. The ability does not affect the cost of abilities, regardless of whether the ability has a mana cost.
