Goryo's Vengeance oracle text reads specifically "Exile it at the beginning of the next end step."
If I use GV to whip back Kataki, War's Wage during my last chance for priority during my end step, will he remain in play through my opponent's turn? (So that I could make use of his upkeep state based effect?) If this is so he would then exile at the beginning of my opponent's end step, correct?

Yes, that works. If you're already in your end step you've passed the beginning of it. The delayed triggered ability will wait until the beginning of the end step of the next turn to trigger.
