Can my opponent use Ghoulcaller Gisa to sacrificed 13 zombies tokens (at once) and place 26 zombie tokens onto the battlefield?

Well, she needs to be tapped for that ability. So you'd have to have something like Intruder Alarm.

No.

Since tapping is part of the activation cost, they can only activate the ability for each time they can tap Ghoulcaller Gisa, which is usually once per turn (assuming no other untap effects.)
