Ghostly prison with Kaalia of the Vast

So if I control a Ghostly Prison and my opponent owns a Kaalia of the Vast, and Kaalia attacks, and my opponent puts a creature into play attacking, does my opponent have to spend 2 mana to satisfy Ghostly Prison's abillity? Or would putting the creature into play attacking bypass its ability?

He would only have to pay for Kaalia to attack if he's attacking you. When you put a creature into play attacking, it was never declared as an attacker so it doesn't trigger Ghostly Prison.

@Raging_Squiggle: Note that Ghostly Prison's ability is not a triggered ability. It's a static ability.

To "attack" in Magic is different than being an "attacking creature." When you see the word attack it typically means to be declared as an attacker during the "Declare Attackers" portion of the Combat Step. When attacking is used it just denotes that the creature is in combat and under the attacking player's control.
Your opponent will not have to pay
for a creature put into play with Kaalia's ability.
Similarly, creatures put into play by Kaalia or a similar effect will not trigger abilities like: "when this creature attacks" or "whenever a creature attacks"
