Fog and poison Counters

Okay, so here is another odd question, can a player use Fog or other damage mitigation to counter poison counters like that given from Necropede

Yes, infect says that it deals damage to players in the form of poison counters.

No damage, no poison counters.

It works for infect, because that ability is based on the damage the creature deals (which Fog prevents) but not for creatures like Crypt Cobra whose ability is not dependent on the damage they deal.
