can i flashback an Unburial Rites at instant speed

No, the flashback cost is just an alternate cost that you can use to cast the card from your graveyard. It retains the same "speed" no matter what.

702.32a Flashback appears on some instants and sorceries. It represents two static abilities: one that functions while the card is in a player's graveyard and the other that functions while the card is on the stack. "Flashback [cost]" means "You may cast this card from your graveyard by paying [cost] rather than paying its mana cost" and "If the flashback cost was paid, exile this card instead of putting it anywhere else any time it would leave the stack." Casting a spell using its flashback ability follows the rules for paying alternative costs in rules 601.2b and 601.2e-g.

If you had something like Leyline of Anticipation you could. But other than that, no.

Alright sorry that "no matter what" clause was dumb. There are of course exceptions but for the most part the speed stays the same.

This seems to be a fairly common confusion about Flashback, probably because a reasonable person puts it right next to Flash in their brain-space. It's just a coincidence though. Flashback doesn't give the spell Flash, so you can only cast with Flashback at a time you'd normally be allowed to cast the regular spell.
