Why is Faceless Agent legal in every format except Modern?

Seems I accidentally made Jumpstart Historic Horizons legacy legal. I have made it not a part of legacy, may take some time to propagate throughout the site.

Faceless Agent is a historic horizons card and is digital only. It shouldn't be legal in any formats except Historic. Must be a legality issue with the site. Tagging Femme_Fatale since she is the one who would need to solve this problem.
