Pretend i have a Cloudfin Raptor with one +1/1 counter on it and a Leech Bonder on the battlefield. If I played a second Cloudfin Raptor and used the Leech Bonder to move the +1/1 counter from the first onto the second would the first cloudfin raptor evolve and get a new counter on it?

No. Evolve uses what's called an intervening "if" clause, which means the ability only triggers if the condition is true at the time of the trigger event and the ability only takes effect if the condition is also true at the time the ability resolves.

Because the second Cloudfin Raptor enters as a 0/1, the first one's ability never even triggers.
