Evoke rules

rule 702.73a says...Evoke represents two abilities: a static ability that functions in any zone from which the card with evoke can be cast. . .Does that mean that I can cast evoke from any zones? (particularly graveyard and exile zones)

"functions in any zone from which the card with evoke can be cast" simply means: If you are allowed to cast this spell card from the zone it is currently in, you can use evoke.

Only if you'd otherwise be allowed to cast the card from those zones. Nightveil Specter allows you to use the Evoke ability of cards it exiles, and Yawgmoth's Will allows you to Evoke cards from your graveyard this turn. If you're not getting any help from special effects that are letting you cast cards from unusual zones, you can only do it from your hand.
