Erebos, God of the Dead . If he's summoned but doesn't have the devotion. But later if he does have his devotion does he have summoning sickness?

Yes. Summoning sickness applies to any creature that hasnt been under its controller control from the start of their last turn, no matter whether it came down as a creature or just transformed into one.
That applies to any manlands (Mutavault ) enchantments that become creatures (Opal Guardian ) artifacts that become animated (Haunted Plate Mail ) or anything that becomes a creature

As long as the creature is controlled by you since the beginning of your turn/upkeep, it doesn't have summoning sickness. Granted he isn't a creature on the field, but neither is Mutavault or any other man-land. They all follow this.
So say turn 4 you cast him and only have 4 devotion, turn 5 you're able to get to 5 or more, he is able to attack that turn.
Summoning Sickness RuleInformal term for a players inability to attack with a creature or to activate its abilities that include the tap symbol or the untap symbol unless the creature has been under that players control since the beginning of that players most recent turn. After reading the question again, if he gets the devotion on any other turn other than the one he was summoned in, he will be able to attack inmediatly. If he enters the battlefield as an enchantment, then becomes a creature in the same turn, he will have summoning sickness.

Changing types doesn't make something a brand new object, it just makes it look different (and can make it subject to different sets of rules). If you've controlled Erebos continuously since the beginning of your most recent turn then he doesn't have summoning sickness, even if he wasn't a creature for that entire span of time.

Erebos, God of the Dead still would have summoning sickness even if he got devotion and became a creature somehow during another player's turn, if you have not controlled him (regardless of what his types are/were/can-be) since the beginning of your most recent turn. Mostly this won't come up since he does not have a tap ability nor can he attack on an opponents' turn anyway, but it could be relevant under some unusual circumstances.

Unless he gets to the devotion requirement on the same turn, no. Summoning sickness only affects creatures that haven't been on the battlefield since the beginning of your last upkeep. Even if Erebos suddenly becomes a creature, he'll still have been around for that long, so summoning sickness isn't an issue.
