Elite Scaleguard tapping ability

Is his tapping ability per attacking creature (with a 1/1 counter) or just in general if a 1/1 countered guy attacks?

I assume the former, but I may be wrong on this one.

It is per attacking creature with a +1/+1 counter. It triggers for each. If it triggered a single time per combat it would be formatted "Whenever one or more creatures you control with a +1/+1 counter..."
