EDH, Quicksilver Amulet, and the Commander itself

In EDH, if you are playing a hard to cast commander/general, and have a Quicksilver Amulet in play, can you use the amulet to cast your commander?
I was just looking @Epochalyptik's article, http://tappedout.net/mtg-articles/2012/apr/4/building-edh-deck/ and right before the heading "Choosing your General and Colors", it says: "The game begins a bit differently. Each player starts with 40 life and the general starts the game in the command zone and may be cast as though it were in your hand."

"As though it were in your hand" is an old way to describe a special permission to play cards from other zones, but it's not used anymore, precisely because of the type of confusion you had after reading the article. Epochalyptik was just saying you're allowed to cast the Commander from the command zone.

Only if your commander is in your hand. This could happen if, say, it was Unsummon
ed after you play it.
You can't use the Quicksilver Amulet
to put your commander into play from the command zone.
