dungrove elder power toughness?

can Dungrove Elder be powered up by cards or gain/lose counters? Ive been told that his power/toughness will always equal the number of forest despite other effects.
I guess I should get to work on that layers article.

Simply put. Yes, Dungrove Elder's power and Toughness can be altered by other effects on the field. Enchantments, Artifacts, Instants etc will affect the power and toughness of the creature.
Anything that says +2 to a part of the creature should be added as such. +2 attack should be added to the base of the creature's power.
Think about it as adding a Blanchwood Armor to the Dungrove Elder
If you have 4 forests, the creatures power and toughness will be be 8/8, not 4/4. Hope this expands on what Epochalyptik stated.

The Layer System is what you should refer to on this one.
Note the following quote about what a CDA (Characteristic-Defining Ability) is:
"A Characteristic Defining Ability (CDA) is an ability that defines a characteristic of a card or token. There are 3 specific rules that distinguish a CDA from other abilities.
A CDA can only define a characteristic of either the card or token it comes from.
A CDA can not be triggered, activated, or conditional.
A CDA must define a characteristic. Usually color, power and/or toughness, or sub-type."
All power/toughness CDAs are applied in layer 7A, and all other P/T-affecting effects are handled in 7B-7E. Therefore, Dungrove Elder 's base P/T will be the number of forests you control, but spells and abilities can change those numbers.
For example: You control 5 Forests and a Dungrove Elder. By default, the Dungrove Elder is a 5/5. Then, you enchant it with Trollhide . Your Dungrove Elder will be a 7/7 despite you only controlling 5 Forests.
