Let's say I have Hardened Scales (can't tag it) and Favored Hoplite on the board. Now I am going to cast Feat of Resistance. As I see it there are 2 possibilities:

  1. As I will target Favored Hoplite heroic will trigger and he will get a mark which will be turned into 2 marks by Hardened Scales. Then Feat of Resistance will resolve and another 2 marks will be placed on the Favored Hoplite which will leave him with 4 marks in total.

  2. Heroic and Feat of Resistance will resolve absolutely simultaneously and give the Hoplite 2 marks which will be turned into 3 by Hardened Scales leaving him with 3 marks in total.

What is going to happen?

1 is the correct one.

Hardened Scales creates a replacement effect that modifies how counters are put on a permanent. In the case of both heroic and the first aprt of the effect of Feat of Resistance, it will put onto the creature 2 +1/+1 counters for a total of 4.

Also of note, the second scenario will never happen in the game. Things that resolve in the game use the stack and resolve in the first in, last out order. They will never resolve simultaneously.
