Does Undying 'return to battlefield' count as 'enter the battlefield'?

one the board: Strangleroot Geist with no counters and Cloudfin Raptor also with no counters. Lets say the geist takes a bolt and dies, returning to the battlefield with a counter. Does this 'return' count as an 'enter' for purposes of the raptor's evolve?

Yes. Undying is an ability that triggers upon the creature 'dying' which specifically means 'goes to the graveyard from play' so it does leave the battlefield, so it does enter the battlefleid. That's why a number of the good undying/persist creatures are considered good because you get their own ETB abilities multiple times. They'll absolutely trigger abilities of other things that trigger from the card entering the battlefield.
