Does Thromok the Insatiable deal 0 damage entering with Warstorm Surge active?

I have Warstorm Surge on the field. I have five goblin tokens. I cast Thromok the Insatiable from the Command Zone, choosing to Devour all five tokens. So, Thromok has 25 +1/+1 counters on them. Did they count as "entering" before the Devour, or after?
Basically, would I deal damage entering the battlefield with a Devour?

Yes you would. The way Devour works is that it has you make the sacrifice before the creature enters, then it determines how many +1/+1 counters it'll have as it enters. If the counters weren't on it as it came in, Thromok would die from having 0 toughness before the counters would even be placed. Through the same bit of logic, hydras like Primordial Hydra will already have the counters on them when they first enter the battlefield.
