Does the player draw or mill when you cast Fascination with Sphinx's Tutelage on the field?

Does the opponent Draw then mill?

Assuming you are choosing draw with Fascination. If so then your opponent will draw cards then mill cards. The drawing will trigger Sphinx's Tutelage but the triggers won't go on the stack until after Fascination has resolved.

I assume you choose the "Each Player Draws X" mode, in which case both players will draw X cards, Sphinx's Tutelage triggers, then the trigger resolves and the opponent mills.
