Does Spark Double get a counter if it doesn't copy?

So, unfortunately the release notes for WAR didn't answer this: If I have Spark Double enter the battlefield, choosing not to copying anything, does it get a +1/+1 counter or not?

You didn't have it copy a creature, so the stipulation on how the copy is different than the original doesn't apply. You get no +1/+1 counters if it didn't copy a creature.
