Does returning a frog to its owners hand kill it?

if i use a card such as Polymorphist's Jest to turn cards into frogs and then return them to their owners hands with something like Scourge of Fleets do the frogs die?

Die? No. They're returned to their owner's hands. Polymorphist's Jest changes many characteristics of that opponent's creatures, but they're still creatures and will be returned to their hand as normal. The bounce effect does not care that the card being returned to their hand does not have the same properties as the one that left the battlefield, all that matters is that the object passes the "check" the ability performs when it goes to resolve.

Token creatures will cease to exist when they try to change zones, but still do not "die."

To clarify, the reason a token creature would not "die" in this case is not because it ceases to exist, but because the zone it's moving to is the hand and not the graveyard.

No. You're thinking that Polymorphist's Jest turns them into tokens, which it doesn't. All those creatures are still the card it originally was, it's just a blue frog that's a 1/1 until end of turn.
