Does Possibility Storm cast from the Library?

Does Possibility Storm cast from the Library? If so, does that meen if I have Melek, Izzet Paragon will it copy the second spell?
No, it won't copy the second spell. The Possibility Storm specifically tells you to exile the spell before it tells you to cast it.
but one interesting point is that you can still copy the first spell and get a copy of that from melek.
I've actually won that way after someone Bribery 'd my teferi out while Possibility Storm was on the field

So, if I cast a card from the top of my Library with Melek, Izzet Paragon ot will copy, then exile the original, then give us a new spell, but not copy the new spell. Cool, thanks!

No, scratch that. Possibility Storm say "Whenever a player casts a spell from his or her hand" so if I cast the top with Melek, Izzet Paragon it'll act like a normal Melek, Izzet Paragon .

That's not correct. Possibility Storm only triggers when you cast a spell from your hand. So you won't get the trigger if you cast the top card of your library from Melek, Izzet Paragon .

I'm going to say no since Possibility Storm has you exile cards from your library and on gatherer mentions that it casts the spell from exile.
