Does Heir of the Wilds have it's Ferocious ability triggered when attacking with a Goblin Rabblemaster and one or more goblins?

I'm not sure because you'd have to stack the Heir of the Wilds 's trigger first if they went on the stack at the same time. But Goblin Rabblemaster has to resolve its trigger before the Heir can trigger and by then it'd be too late. I dunno?

It won't trigger at all in this scenario.

Heir of the Wilds has whats called an "intervening 'if' clause" in its trigger. In this case the clause is controlling a creature with power 4 or greater. The "if" clause checks both when the ability would trigger and when it would resolve. If the check fails, the ability doesn't trigger or resolve respectively. You do not control a creature with power 4 or more when Heir attacks, so the ability doesn't trigger.
