Does heartless summoning lower lilianas untouched by death

With Heartless Summoning on the battlefield. Can I cast Liliana, Untouched By Death for 2 Black mana.
Also if I have Heartless Summoning, The Meathook Massacre, Shambling Ghast, Liliana, Untouched By Death is that infinite life loss?

Liliana and all other planeswalkers are not creatures, so they don't benefit from Heartless Summoning's cost reduction. A permanent card is only a creature if it says "creature" on the bar below the art, such as Shambling Ghast.
As to your second question: yes, that is infinite life drain.
