Does dragon tempest give creatures "stolen" haste if they fly?

I had dragon tempest out from earlier turns and my opponent had kaalia. I summoned dlord silumgar and stole kaalia. does dragon tempest give kaalia haste?

No, it does not give Kaalia of the Vast haste.

Stealing Kalia didn't make her enter the battlefield an additional time, it just changed who's control she was under. Dragon Tempest doesn't trigger.

Note: Kaalia of the Vast will regain "summoning sickness" once you gain control of her because you haven't controlled her since the beginning of your turn.

Exchanging control of permanents does not cause the affected cards to leave or reenter the battlefield, they just "slide across the battlefield" to your side. Kaalia of the Vast won't have haste the turn you gain control of her (unless by some un-listed source), nor will she be able to attack that turn either (unless given haste from another source as stated above).
