Does dissipation field still work on hexproof?

Dissipation Field does not declare a target so does it still affect creatures/permanents with the Hexproof ability (i.e. Geist of Saint Traft ) ?

You are absolutely correct. A spell or ability will only target if it specifically uses the word target. Because Dissipation Field does not, it has no interaction with hexproof and thus Geist will return to his owner's hand whenever he deals damage to you.
114.9a Just because an object or player is being affected by a spell or ability doesnt make that object or player a target of that spell or ability. Unless that object or player is identified by the word target in the text of that spell or ability, or the rule for that keyword ability, its not a target.
