Does dismember kill creatures?

For example, I have Phyrexian Obliterator on the battlefield and my opponent casts Dismember , would Runeclaw Bears die or just return to 4/4 P/T at the end of turn?

No, it does die, it has it's toughness reduced to 0 so dies due to a state based effect.

Also since your asking about that specific card, your opponent would not have to sac permanents either because dismember is not damage.

But as a rule wraithseer is correct when a creature has 0 toughness it is sent to the graveyard as a state based action. Nothing can prevent this, it is not destroyed, it is not sacrificed. It is put from the battlefield into the graveyard.

704.5f If a creature has toughness 0 or less, it's put into its owner's graveyard. Regeneration can't replace this event.

If Dismember causes a creature's toughness to become 0 or less, that creature will be put into its owner's graveyard as a state-based action. Note that this is not the same as dealing lethal damage or destroying that creature.

However, as far as a general sense would be concerned, Dismember does (or more appropriately, can) kill creatures.

A note here that dismember can also kill indestructible creatures. As was said earlier anytime a creature has 0 or less toughness they go to the graveyard. This is state based check not a result of damage. Indestructible protects against damage and destroy effects.
