Does Dictate of the Twin Gods abilitly resolve if it is exiled?

If dictate is out and I attack, if no blockers are declared and damage is about to resolve, my opponent Utter Ends my dictate, does the damage stay doubled or fade to normal again?

Damage doesn't use the stack any more, and thus doesn't resolve. If he Utter Ends the Dictate before the Combat Damage step, nothing will deal double damage.

Dictate of the Twin Gods does not have a triggered or activated ability. Instead, it has a replacement effect. Thus, the ability does not go on the stack and is simply applied if the listed event would happen.

Your opponent can cast Utter End during the round of priority after the declare blockers step. Since Dictate of the Twin Gods is not on the battlefield, the replacement effect will not be applied during the combat damage step. Thus, your creatures will deal undoubled/normal combat damage to your opponent.

Also, damage does not "resolve." It is assigned and dealt during the combat damage step. It no longer goes on the stack.
