does circu's ability regarding the cards hes exiled stay when he leaves the battlefield??

He has a vile ability, is it still in effect when he's off of the battlefield? Or are they just exiled at that point...
Say my opponent wants to cast Path to Exile but can't thanks to circu's ability, he then dismembers circu, would he then be allowed to cast spells that share names with cards exiled with circu, or does his effect affect the field from outside the battlefield?
Exactly right. Once Circu, Dimir Lobotomist is taken care of, the cards can be recast.
On a second note, that guy's ability is just plain -EVIL-!

Circu, Dimir Lobotomist's last ability is a static ability. Because Circu, Dimir Lobotomist is a permanent and because the last ability doesn't specify that it functions while Circu, Dimir Lobotomist is in another zone, the ability functions only while Circu, Dimir Lobotomist is a permanent (i.e. while it is on the battlefield).
tl;dr: The effect stops applying once Circu, Dimir Lobotomist leaves the battlefield.
Also, if Circu, Dimir Lobotomist reenters the battlefield, it won't "remember" the cards that were exiled before because Circu, Dimir Lobotomist's abilities are linked - they only care about cards exiled by the current instance of Circu, Dimir Lobotomist.
