Does ability "return target enchantment card from your graveyard to the battlefield" count as a "play an enchantment"

Im wondering does Ghen, Arcanum Weaver ability trigger Sigil of the Empty Throne ?

No. Ghen returns the card to the battlefield, directly transitioning zones. Sigil, on the other hand, requires that the card be CAST, which is what happens when you put the card onto the stack, be it from the hand, exile or in the graveyard. Ghen doesn't allow you to cast the card, it just moves it. Now, ETB effects still go off, as well as ETG effects should they occur, but you don't get the cast trigger on Sigil.
