Do creature tokens count as devotion?

I was playing my friend who had 7 elemental from Master of Waves . He then put out a 2nd Master of Waves and said that the first 7 elemental counted as devotion so he got 14 more elemental. Is that correct?

No. As the reminder text on Master of Waves says, devotion only counts the mana symbols in the mana cost of permanents you control. Tokens (typically) have no mana cost, so they will not add to your devotion.

The Elemental tokens created by Master of Waves do not have a casting cost so they do not count toward devotion. Devotion is determined by the number of mana symbols for a particular color, not by the number of permanents of that color. Anything that puts a generic token into play (ie. Assemble the Legion , Master of Waves , etc) does not give tokens that have a cost. If a token comes into play as a copy of a permanent that has a mana cost (ie. tokens from Pack Rat or Giant Adephage ), those tokens do have a mana cost and therefore will count toward devotion.
