Discard with no cards in hand

If I have a card with a discard trigger (Waste Not ) on the batlefield, and I cast a discard spell (Mind Rot ), does the Waste Not trigger or not?

I could go into a lot more detail if you wanted me to, but there's the straightforward question: does it trigger or not?

If your opponent has no cards in hand to discard for the Mind Rot , there will be no triggers for Waste Not because they can't discard anything.

If it read "If an effect would cause a player to discard a card" it would work even if they ended up unable to because their hand was empty, but since the trigger effect is "whenever an opponent discards" and not "whenever they are told to discard" no dice.
