Counters on permanents

Lets say I'm playing a Jhoira of the Ghitu edh deck and suspend a card. will Chisei, Heart of Oceans remove the suspend counters on the card?

aavb132, while technically everything you said is correct, that's a misleading answer, and could lead to an incorrect interpretation of the rules.
Yes, Chisei allows you (forces you, rather) to remove a counter from a permanent you control. However, suspended cards aren't permanents you control. Regardless of the card type, as long as it's not on the battlefield, it's not a permanent, so you can't remove time counters from suspended cards with Chisei.
Only a select few effects actually interact with suspended cards, like Clockspinning or Fury Charm , and those that do (almost) always make a careful distinction of "a suspended card". Look, for instance, at Jhoira's Timebug : it very clearly makes a distinction between a permanent you control and a suspended card you own.

Yeah, the card is not under your control... It's out of the game, to be precise... you don't have any control whatsoever of it until all counters are gone...

Chisei, Heart of Oceans will allow you to remove one suspend counter from one card every time his ability triggers at the begging of your upkeep.
