Commander color identity

I got a B/G Commander deck, and I was wondering if I can run Crypt Ghast and Tasigur, the Golden Fang in it, but I'm unsure how the mana costs within the card play into the color identity rule. Also note that I'm not planning on running Tasigur as my general.

Yes. Crypt Ghast's color identity is . It can be included in any deck that has
in it.

Ah. so Extort is fine for a mono colored deck but an ability like Tasigur, the Golden Fang's needs to be in a black blue and green deck

It's not so much the abilities as it is the placement of the mana symbol.
As Rhad explained, reminder text (italicized text in parentheses) is ignored when determining a card's color identity.
Extort's mana symbol is in its reminder text. Tasigur, the Golden Fang's ability has a written-out cost of
. Therefore, Crypt Ghast's color identity is just
while Tasigur, the Golden Fang's color identity is
.

Color identity counts mana symbols in costs and rules text, color indicator symbols on the type line, and colors given by characteristic-defining abilities. Tasigur, the Golden Fang has a Blue-Black-Green identity because of the mana symbols in his cost and rules text, so that's a no-go for your deck. Crypt Ghast only has a Black identity because of the symbols in its cost and rules text. The hybrid W/B symbol is in the reminder text of extort, and reminder text isn't rules text.
