Color Identity

The following rule says:"903.4. The Commander variant uses color identity to determine what cards can be in a deck with a certain commander. The color identity of a card is the color or colors of any mana symbols in that card's mana cost or rules text, plus any colors defined by its characteristic-defining abilities (see rule 604.3) or color indicator (see rule 204)."Example: Bosh, Iron Golem is a legendary artifact creature with mana cost 8 and the ability "3R, Sacrifice an artifact: Bosh, Iron Golem deals damage equal to the sacrificed artifact's converted mana cost to target creature or player." Bosh's color identity is red.
Is "color identity" the same thing as saying a card is blue, or black, or red and so on?So, can I target Deathbellow Raider with a Doom Blade? Does this rule only applies to EDH?

Right, the color identity just means no putting blue cards in your deck if your commander is not blue. Also no putting black cards with blue activation costs in the same deck since the commander is not blue. (or general if you prefer.)

To answer the other parts of your question, you could indeed target Deathbellow Raider with a Doom Blade . Color identity is only relevant in EDH, and color identity is not quite the same as card color. For example, Deathbellow Raider is a red card, but his color identity includes red and black. Doom Blade only cares about the color of the card.

No. Color identity is only used in EDH deck construction and in EDH in-game mana production.
Color identity is NOT the same as color. It has no other impact on gameplay, and it doesn't affect a card's color.
