Coercive Portal and Obzedat, Ghost Council

Can i have the Coercive Portal will of the council complete/resolve before returning obzedat, ghost council to the battlefield after being exiled? I would like to avoid Obzedat being subject to destroying all nonland permanents.

Yes, you can as long as you stack the triggers correctly. When multiple objects trigger at the same time, their controllers put them on the stack in any order they want (starting with the active player). As long as you put the Obzedat trigger on first and then the Coercive Portal trigger, the portal will resolve first.

You control two triggers that happen at the beginning of your upkeep: Coercive Portal 's Will of the council trigger and Obzedat, Ghost Council 's delayed triggered ability. Since you control both and they happen at the same time, you decide what order they go on the stack and resolve.

If you put the Ozzy trigger on the stack first, then the Portal trigger (assuming nothing else happens), the Portal trigger would resolve completely before Ozzy gets returned to the battlefield.

When multiple abilities of cards trigger, the triggers are put onto the stack in APNAP (Active Player, Non-Active Player) order. This means that the player who currently has priority (the ability to take actions like casting spells and activating abilities) will have all triggered abilities they control (from your own cards) put onto the stack in any order they like, followed by the triggered abilities of all other players in turn order.

This means that if you control the Coercive Portal and the Obzedat, Ghost Council is yours, then you may place both their upkeep triggers on the stack in such a way that the Coercive Portal trigger will resolve first (possibly destroying all nonland permanents or drawing you a card), and then Obzedat, Ghost Council will enter play.

You can choose to stack them the other way, but that is likely disadvantageous.
