Cipher question

Simple enough. My friend and I had a little debate over whther or not cipher triggers causes an actual spellcast.

For example. I had an Invisible Stalker with Paranoid Delusions encoded on it, and a Consuming Aberration . I am under the impression that dealing combat damage will trigger the cipher effect, casting in the most technical term Paranoid Delusions , which will then trigger Consuming Aberration . The overall effect being mill until you hit a land, and then mill 3 more, correct?

yes, it says in the reminder text "cast a copy"

You are correct. As Thedren pointed out, the reminder text for Cipher says ... it's controller may cast a copy of the encoded card... So you do cast the copy, which will trigger Consuming Aberration , and have the effect you want.
