Chalice of the Void vs spells with X in their mana costs

Hello,
I heard a judge mentioning something (I might have misheard) about the cost a spell has on the stack...
So let's say the Chalice has 1 charge counter. What would happen if I then cast a Syncopate for X=3.
Does it get countered?
The specific ruling:
202.3b When calculating the converted mana cost of an object with an X in its mana cost, X is treated as 0 while the object is not on the stack, and X is treated as the number chosen for it while the object is on the stack.

It won't be countered.
In any zone besides the stack, X will always be equal to 0. But while it's on the stack, X be equal to the determined value. So when you cast Syncopate with X equal to 3, you're casting a spell with converted mana cost of 4 (3+1=4)
