Card castings and phases

Can I cast an instant after the untap phase but BEFORE the draw phase?

More specifically, I would like to cast Shock on my opponents Elvish Mystic after he untaps it but BEFORE he draws a card.

Yes you can. There's a step between the untap step and the draw step called the upkeep step. Nothing specific happens here, but if you want to cast an instant or activate an ability during this time, you can.

Bear in mind that they could still tap the mystic in response for a mana they could use to also play instants or activate abilities in the upkeep, but there's rarely a good use for mana in that phase, so it's still a pretty solid time to play a kill spell.

Yeah, I just want to make sure I burn before they have another card advantage, but obviously after they tap, so if the do use mana they are just wasting a turn kinda thing, but idk how all that will work of if its even a good idea. Most of my ideas are really not good ones. :p
