The overload ability on Cyclonic Rift is an alternate cost you may pay instead of the printed cost and Isochron Scepter doesn't allow for the payment of alternate costs. Isochron Scepter will only allow you to cast it "without paying its mana cost" which means you don't have the opportunity to pay an alternate one.

From magiccardsinfo: 12/1/2004: You don't pay the spell's mana cost. If the spell has X in its mana cost, X is 0. You do pay any additional costs for that spell. You can't use any alternative costs.

Hope that helps.

Kirtanian is correct.

Isochron Scepter will allow you cast the spell in its original state. Alternate casting costs can't be used at that time. However, additional costs such as kicker may be paid when casting a card imprinted with Isochron Scepter .

You can, however, kick/multikick spells cast with the scepter.

In addition, if it's a split card, you may use either card. Bound//Determined for example(Wasn't sure how to link double sided cards.
