Can you still target a player without cards with Duress?

Since counters need something to target to be cast, can discard not be cast if player has non cards?

Cards like Duress target player to remove card.

You can cast them even if your opponent has no cards. Duress and the like only target the player, not the card.

It's the same process as if you were casting Refocus on an already untapped creature. The spell targets the creature. It just won't do anything other than draw you a card because the creature is already untapped.

You can certainly cast Duress on a hellbent player. The spell targets the player. It just simply won't do anything.

Ok thanks!

Just needed clarification for against the Ensnaring Bridge for the lantern control decks. I was thinking I could cast everything myself and then they couldn't cast cards and then I start attacking. O well.
