Can you counter a card that is being played from exile?

Praetor's Grasp is played which statesConverted Mana Cost:3SorceryCard Text:Search target opponent's library for a card and exile it face down. Then that player shuffles his or her library. You may look at and play that card for as long as it remains exiled.
player finds and plays Magister Sphinx from the opponent's library and plays it from exile. Can it be countered in a five way EDH duel from another player? Also does the player playing the card from exile have to pay its mana cost and is he aloud to if he is not running blue?

Because Praetor's Grasp doesn't say "without paying its mana cost", that means the mana cost of a spell taken this way has to be paid if the player wants to cast it. When the player casts it, he goes through the normal process for casting a spell. It can be countered and/or responded to just like any other spell.

Praetor's Grasp uses the word "play" because you can also choose a land card with it and lands aren't cast. If you choose a spell though (like Magister Sphinx), you would need to cast it as you would any other spell. Since the Grasp doesn't say "without paying its mana cost" you are obliged to pay whatever costs the card has. And to answer your main question, yes. A spell can be countered regardless of what zone it's being cast from, unless it says it can't be countered (like Abrupt Decay for example).

To answer the last question, a player whose commander doesn't have blue in its identity won't be able to generate the blue mana necessary to cast Magister Sphinx, so that player can't cast the exiled card in this case.

I'm pretty sure you can counter any spell that is being cast. Unless it says you don't have to pay the mana cost, you have to pay mana costs to play cards.
