Simple questions, not sure how the rulings apply.

Can Vengeful Pharaoh target a creature enchanted with Spirit Mantle ?

No. Something with protection from creatures cannot be targeted by abilities on creatures.

no, seeing as Vengeful Pharaoh is a creature and declares a target, a creature enchanted with Spirit Mantle would not be a legal target seeing as permanents with protection cannot be the target of spells or abilities of whatever they have protection from

Normally, if an effect uses the name of a permanent type and doesn't also use the word "card" or "spell" to describe it, it only means a permanent of that type on the battlefield, but Protection is a special exception to this. The creature wearing Spirit Mantle can't be targeted by abilities on creature cards in any zone.

702.15a Protection is a static ability, written Protection from [quality]. This quality is usually a color (as in protection from black) but can be any characteristic value. If the quality happens to be a card name, it is treated as such only if the protection ability specifies that the quality is a name. If the quality is a card type, subtype, or supertype, the ability applies to sources that are permanents with that card type, subtype, or supertype and to any sources not on the battlefield that are of that card type, subtype, or supertype. This is an exception to rule 109.2.
