Can the Madness ability of a creature allow me to cast it as an instant?

Say, hypothetically, that I have a Putrid Imp on the battlefield and two copies of Grave Scrabbler in my hand. Could I discard the Grave Scrabblers during an opponent's turn and cast it for its madness cost at that time, allowing me to put out surprise blockers if I have sufficient mana?
You would be allowed to. Madness states "If you would discard this card, you may cast it for its madness cost instead of putting it into your graveyard." Therefore the timing restriction for cards with madness is "if you would discard this card," so if you would discard it on your opponent's turn, go ahead.

It should be pointed out that there's no way madness would work if it didn't allow you to ignore timing restrictions - the madness ability is still on the stack resolving when you're instructed to cast the card.

Clarification: I'd be discarding the Grave Scrabblers with the Putrid Imp 's first ability.
