Can Temporal Extortion be uncounterable?

Say I cast a card that makes my spells uncounterable, like Overmaster or Determined . Then I proceed to cast Temporal Extortion . Could an opponent still pay the life to counter it even though it can't be countered?

The first block of text on Temporal Extortion is a triggered ability. An opponent is allowed to pay life as the triggered ability resolves, but if he does then the "counter Temporal Extortion" part will do nothing in your situation because of the Overmaster (or whatever else you used).
