Can Sphinx's Tutelage trigger from cards that don't specifically say "draw"?

Does Sphinx's Tutelage mill ability trigger exclusively to cards that say "Draw" or can it be triggered by cards that indirectly do the same thing?

For example, does Anticipate trigger Sphinx's Tutelage when I cast the former?

No - drawing a card is a specific action, and only draw effects (including the turn-based action of drawing a card in your draw step) are considered drawing a card. Putting a card in your hand isn't drawing, just like putting a card into the graveyard isn't discarding.
