Can silence be countered?

My friends keep saying that when i cast Silence they can either counter it or put it on the stack thus delaying it's resolving, but doesn't it immediately deny any other spells the ability to be casted, because of its effect? It's annoying and i'd like some confirmation from someone outside my friend group.

Also, Silence 's reminder text specifically says "Spells cast before this resolves are unaffected."

Silence like all spells are cast and put on the stack. Once it resolves it's effect happens. Until Silence resolves your opponents can play spells normally and respond to it like any other spell, including countering it.
The only spells that cannot be responded to are ones with split second an example is here: Krosan Grip
