Can Riftsweeper target cards on my sideboard?

When I cast Riftsweeper, can I select cards on my sideboard as a target?

Your Sideboard and your Exile zone are different areas. So, no, you can only choose cards in exile.

So, Research/Development can take cards on my sideboard?

Research can be used to retrieve cards from your sideboard, but not from exile. It used to be able to hit exile, but that rule was changed a long time ago.
